Wi-Plan Expertise

Wi-Plan Wireless Consulting provides expertise on all areas of wireless communications. It's Principal and Founder has experience that ranges from radio wave propagation, channel measurements and modeling, RF and coverage planning, cellular mobile communications, public safety communications including Land Mobile Radio, Project 25, Broadband communications, as well as satellite communications.

Other areas include spectrum sharing and cognitive radio, Wireless Security, LTE, frequency search and analysis, Tiger teams and solving difficult communications and interference problems. He is also interested in Vehicle-to-Vehicle Communications.

Dr. Daniel Devasirvatham, Founder/Principal

Daniel Devasirvatham ("Dr. D") retired from the Idaho National Laboratory (INL). He was a Director who headed its Wireless National User Facility (WNUF) and was later a Program Manager in Critical Infrastructure Protection. He encouraged work on Vehicle-to-Vehicle (V2V) and Vehicle-to-Infrastructure (V2I) communications. He participated in the FCC CBRS spectrum sharing initiative through WinnForum and served on the CBRS working group.

Daniel is currently a part-time consulting Employee at Science Applications International Corporaton (SAIC), where he worked on an innovative and forward-looking project on Urban Air Mobility (UAM) on a NASA contract, while running his own Consulting Company, Wi-Plan.

He also worked previously, full time, for SAIC, in San Diego, California. Daniel was CTO of the Advanced Wireless Technology Division at SAIC and worked on Broadband and in Land Mobile Radio communications for public safety. He was SME and part of the numbering administration for LTE Public Safety Broadband communications trials for the PSST-OAC and participated in US and Canadian broadband technical working groups.

Daniel has published in peer-reviewed journals on radio communications, and chaired the WInnForum Public Safety SIG (Special Interest Group). It released a landmark report identifying Cognitive Elements in Public Safety Communications in 2016, and a paper in 2017. He chaired the joint Satcom Sig/Public Safety Sig effort on developing a Hybrid Airborne, Terrestrial and Satcom Architecture for Disaster Recovery (HyCoR). He was an invited presenter at the FCC workshop on Deployable Aerial Communications Architectures (DACA).

Earlier, Daniel was Director of Advanced Wireless Technologies Research at Telcordia Technologies/ Bellcore and an internationally recognized and published researcher. He led research in radio wave propagation, cellular system deployment, smart antennas for high capacity mobile communications, and spectrum sharing. Daniel was an invited member of the Association of Public Safety Communications Officials (APCO) Broadband Committee and Standards Development Committee and, earlier, in its Homeland Security Committee. He participated in post 9/11 and Katrina review panels. He has co-authored an APCO White Paper on Interoperability and APCO, MIssion Critical Communications, and SDR Forum papers on Disaster Recovery Communications.

Daniel holds patents in spectrum sharing and energy efficient communications. He obtained his PhD in Satellite Communications as a Fulbright Scholar, working on a NASA project for The Goddard Space Flight Center (GSFC).
